I made this originally for my sister's website project, but it came out so nicely, I thought I would share.
The file was created in PS CS5.5.
You can use it as it is in the JPG, or download it as a PSD.
The PSD is layered with Smart Objects. Within the main Smart Object are two more Smart Objects, one as the Smart Filter (editable) texture layer with transparency and the other with a just plain black layer with the cloud pattern. Further investigation into the Smart Objects will show you can actually change the color of the frame by its Shape layers and alter the transparency of the cloud pattern.
Credit is not necessary, but it is appreciated.
